一：概述：

二：二手设备进口流程怎样操作

目前很多企业会从国外进口二手设备，但是与此同时很多企业又对二手机械进口的知识缺乏了解，有的甚至把货直接发到国内的港口，要知道二手设备进口与普通货物的进口是完全不一样的，这里我想把自己的经验说一下，和大家一起分享：

1、首先要知道什么是二手设备，所谓的二手设备是指

（1）已经使用（不含使用前测试、调试的设备），仍具备基本功能和一定使用价值的；

（2）未经使用，但超过期（非保修期）的；

（3）未经使用，但存放时间过长，部件产生明显有形损耗的；

（4）新旧部件混装的；

（5）经过翻新的。

2、知道了二手设备的概念以后，接下来了解二手设备的具体操作流程：

首先，企业要知道自己有没有进出口权，如果企业没有进口权，那么企业不能以自己的名义进口，必须找一家有进出口权的代理公司，代理进口，说到这里有个问题企业要注意的，今年外汇管理局有特别政策，以谁的名义进口，就必须以谁的名义付汇出去，就是说，企业没进口权，找代理公司进口，那就必须先把货款付到代理公司的账号，然后代理公司再付汇出去（这个时候企业一定要找一家自己信得过的，正规经营的公司，虎桥可以代理全权进口）

其次，企业要查出二手设备的海关编码，因为海关编码决定了设备的监管条件，后续所有的操作都是根据海关编码来进行的，包括关税也是由这个海关编码决定的。

三：现在已经进入到二手设备的正式操作环节了，备案！备案的全称是《进口旧机电产品装运前预检验备案书》，去哪里备案呢，普通的旧机电产品在省商检局备案即可，重点旧机电产品需要去北京备案。

四：那就是中检，为什么中检在备案后面呢，因为中检的时候要用到备案书，目前中国在境外有四个中检机构（美国，荷兰，日本，香港），强烈建议企业把货发到香港做中检，原因其一，货物发到中国境内时，本来也是要经过香港的，原因二，香港离中国大陆很近，在中检的过程中，要是出了什么问题，可以马上解决，保证中检顺利通过（虎桥公司会派人现场与中检人员一起查验，这是其它公司所没有的服务）。

五：做O证，现在又说到海关编码了，要不要O证，在哪里申请O证，就是这个海关编码决定的，海关编码后面有”O”的，那就要办，否则不用办。

六：商检，二手设备商检局一定要现场拆柜看货，这个没得说的，商检能不能顺利，通关速度有多快，可以找虎桥代理，商检OK后，商检局会出示商检通关单。

七：报关，企业报关时，这个环节有点麻烦，尤其对于旧设备，因为报关时，会牵涉到税金问题，海关审价问题，很多企业总是担心海关审价会不会审高，这个可以理解，但是请企业不用担心，因为海关一定不会把你的货值单独审高。

八：企业上交税金，海关放行，企业把货提走。
